Inactivity of Law-Enforcement Bodies Is Being Appealed
artakz.jpgIn April 2010 Artak Zeynalyan, the assignees’ representative of 9 victims of the events of March 1, 2008 applied to Court with a claim to terminate the inactivity of the Special Investigation Service (SIS). Artak Zeynalyan claims that the SIS did not do anything to reveal the death circumstances of those 9 victims.

Khandanyan) examined the claimed filed by Arshaluys Hakobyan and his defense attorney Gayane Khachatryan on decision made on 29.07.2009 by K. Nazaryan, investigator of the Police Department of Kentron district. The decision was made to discontinue criminal prosecution against V. Badalyan and A. Sargsyan.

The Network considers the case to be fabricated with the intention of silencing critical voices and suppressing the dissent.

It is deplorable that today, thirty years later in independent Armenia, there are seventeen political prisoners, and there has been no justice for the victims of March 1, 2008.

arshhak.jpgOn October 16, 2009 the trial of human rights defender and monitor of Helsinki Association Arshaluys Hakobyan continued at the Court of the First Instance of Kentron and Nork-Marash districts (defence attorney- G. Khachatryan, judge- G. Avetistan, prosecutor- H. Babayan). Prosecutor H. Babayan filed a petition to the Court to postpone the trial for a month.

Poghsoyan, prosecutor H. Harutyunyan, lawyer A. Tovmasyan). The policemen were accused of Article 309, part 2 of the Criminal Code of Armenia; they abused citizens during the events of March 1.

On October 12, 2009 the trial of 2 policemen of Yerevan Department of the Police of the Republic of Armenia Gegham Grigoryan and Andranik Manukyan continued at the Court of First Instance of Kentron and Nork Marash districts. They are accused of abusing 2 citizens near the Market of Mashtots Avenue on March 1, 2008. The judge to the case is G. Avetisyan, the prosecutor is A. Nadoyan and defense attorney is V. Gevorgyan.

Assignee Was Not Allowed to Express His Opinion.

On September 24, 2009 the trial of late soldier Andranik Hayrapetyan took place at the Appellate Court of Armenia. The judge did not allow M. Danielyan, the assignee representative to express his opinion reasoning that M. Danielyan did not have power of attorney for an assignee representative, though there is a power of attorney given by A. Kirakosyan and ratified by the notary in the materials of a criminal case, as well as there is a decision of an investigator which says that M. Danielyan and A Babayan are as assignee’s representatives, and finally it is registered in the conviction given by the Court of First Instance of Shengavit district, Yerevan.

Tigran Arakelyan’s Article Changed.

Tigran Arakelyan who was accused of Article 258 of the Criminal Code of Armenia (Hooliganism) has been in prison for 3 months. Now he is accused of Article 316, part 3 of the Criminal Code of Armenia (Dangerous abuses towards the law enforcement bodies), which provides up to 10 years of imprisonment.
